Why does Florida have the highest cost for propane?

By the looks of it, Florida has the highest rate for propane in the country.  Any idea why?

Here is where I got the info:

The cost of propane in FL is probably the largest inhibiter of using gas for the things you mentioned.  I haven’t a clue why it is so high, compared to other states.

On demand system for home hot water makes sense.  Very functional and economic to install and maintain.

Re: Why does Florida have the highest cost for propane?

From Greg and Sara Prosser:

We use Suburban gas.  They are so/so.  After 12 months, they will continually try to manipulate your price higher.  Constantly have to call their office and argue that it should be lower and they will eventually lower it.  I personally would like to move to Thompson Gas.  They said they do not have different prices for all of their customers.  Everyone is paying the same everyday low price.  With Suburban, you can talk to 10 people and they all have different rates.  I hear the same with Amerigas.
